Bribing a cop is against the law. Why cant bribing the government be against the law too?

Many sports owners have bribed local state governments if they don't build a new stadium-arena for me or help out funding for renovations im moving the team. Now why cant the government make those laws? The reason why government elected officials make laws to protect cops is because of the F.O.P unions. But they wont make laws against business people bribing them. Like its against the law to give a cop an $100 bill when hes gonna give you a ticket or making an arrest. So why not put sport owners in jail for a year and pay an $100,000 fine for bribing the city or the state. Like the State of Florida refuses to help the Dolphins and if the owner threatens to move them to L.A then he should be arrested just like cop arrests you for bribing an officer.

Then how come Bob Irsay threaten Shaffer he was going take the Colts to Indianapolis if he didn't get a new stadium? Then how come Art Model threaten Michael White he was going take the Browns to Baltimore if he didn't get money for stadium renovations? That's bribing the government.
