The number is fiction, and always included in such numbers is the sectarian fighting which is based on animosities between groups that goes back over a thousand years befor Bush was born, plus terrorists blowing up women and children in marketplaces, etc.

The war itself was legal and declared by congress so if one merely counts all the casualties of the war then 1. they were not murdered because it was a legal war and 2. it would be the fault of congress.

If as Commander and Chief of the armed forces one wants to make the case that some of the casualties are the result of illegal actions on Bushes part - well the case remains to be made.

1) Bush had legal authority to do exactly what was done.
2) We did not violate the Geneva Conventions.
3) The World Court would not have jurisdiction on such a case.
