How come employers use background checks and then Military doesnt?

How come when you file you job application they check on your background,Your experance and see if you dont break any laws but when you sign up for active duty in Armed forces they dont check on your background,Your experance and see if you dont break any laws? I heard a lot of child sexual preditors and drug dealers are in the military. So why should we thank them for serving our country ? We should thank a rapist for raping a child or we should thank a drug dealer for allowing our kids to be mentaly unstable.
