We gave them money to replace what the USSR no longer could after its collapse. We were not the only superpower back in the day.

But we could have laid off and choked off their money. Bubba was worried China would backfill which would have been better since they as USSR both went short if giving them what they needed.

The problem with giving money to a dictator is that it's highly unlikely to be used to ease the suffering of his subjects.

The problem of not giving money to a dictator, is that he's likely to get it somewhere else, perhaps with fewer strings attached.

I'm not sure there is a good way to deal with a dictator who has absolute power.
