Pet eating in Haiti is not widely practiced but there is no way to tell whether or not Haitian immigrants to the US brought that practice with them.

Cats​

While there are historical accounts of cats being eaten in very specific contexts, this is not a widespread or daily practice. Some reports note that in certain rural areas, cats may have been consumed during traditional festivities like Reveyon (Christmas Eve), but this is limited to select communities and is not representative of Haitian culture as a whole. Importantly, cats raised as pets are not eaten, as they are considered part of the family.

There are likely a tiny number of people in many parts of the world that eat cats and dogs, but the Haitians of Springfield were innocent of this.

To be considerate Vance may not have known democrats in Ohio were giving illegal immigrants EBT cards so they would not have to eat roadkill or neighborhood pets.
