You would have to reclaim the sands by slowly planting sand-tolerant introductory species, xerophiles, allow the detritus associated with those dead plants begin to stabilize the sand and create a shallow topsoil. From there you might be able to plant legumes, in deeper and deeper rooting varieties until the dead root systems would build the soil deeper. This project would go on and on for about 100 years before we could say "hurray!" but each decade would be better than the one before.
