Politicians clearly accumulate wealth far greater than their salaries and with periodic proofs of kickback schemes involving corrupt politicians it is not an unrealistic assumption that large money given to America's enemies involves communications between criminal thugs in those rogue nations and corrupted US officials directing the money to them. With all that unaudited money flowing through crooks you can almost guarantee the crooks on both ends are getting sizeable cuts themselves.
