Congress found evidence that hundreds of illegals voted in the 1996 California election but democrats claim that those were the only ones who did so, in spite of evidence to the contrary.  It was against the law for non-citizens to vote in 1996 but there was no requirement that voters present proof they were legal voters and state immigration and election officials blocked investigations to determine how many illegals did vote.
