And the other very important point you make is about the future. We found out many once secret things after Vietnam that were done that were completely wrong even crossing the line to illegal. Putting the worry of having something an administration is doing coming out at some point and creating a huge embarrassment or if egregious enough criminal charges filed against somebody is a possible deterrent.
