Clinton Fundraising For DNC Raises Conflict Of Interest

In theory, the DNC is supposed to favor any candidate in the run up to the primaries. It's hard not to play favorites though when one candidate raises $20 million for you.

“There is clearly an appearance that Clinton’s ability to raise money for the DNC (and states) through her joint fundraising committee could influence the party during the primaries. Her ability to raise money for the DNC and Party committees gives her influence with the DNC,” Noble said.
While this does make it appear like it will tip the scales in her favor, it's been obvious for quite some time now that she will get the Dems nomination so whether she helps raise funds for the DNC or not, it hardly makes any difference. In any case it was no secret that she'd be doing this.

The Democratic frontrunner’s campaign has signed an agreement with the Democratic Nation Committee party [August, 2015] allowing her to raise additional funds for the November 2016 contest. The agreement lets Clinton raise funds in excess of $2,700 from individual donors, the limit candidates can raise in primary dollars. The additional amount goes to a fund managed by the DNC and can be used to help the Democratic nominee in a general election.
