Genesis like Revelations is there for context because Christians will inevitable ask where we came from but I wouldn’t take it literally.

Sin is tied to free will and it has to exist in order to define free will and this is what Genesis is about.

God gave humans the ability to choose but they needed something to choose between so to answer your question it would be that nobody created the first sin, it came into existence when God gave humans the intelligence to choose.

And Satan didn’t commit any sins since sin doesn’t exist in Heaven, it only applies to humans.

Lucifer was God’s top angel but he refused to kneel to mankind so he left Heaven but he wasn’t banished. You can see multiple times in the Bible where Satan is wandering around Heaven talking with God or Jesus. The story of Job is a classic one so we really don’t know how closely Lucifer is linked to sin but he obviously is not the cause of it.

It looks to me that he has his own separate issue with God where we are his reason for doing what he did and now he hates us kinda likes kid who has a new brother or sister.

Many people believe that hell is not actually a pit of fire ruled over by the devil but rather it’s a separation from God like Satan has where he is still allowed access but not allowed to be a part of it because of the choice he made.
