Does the House or Senate have its own constituency apart from their supposed representation of the citizen's interests?
I think they do, even though they shouldn't.
We see evidence of this with the protracted Speaker decision.
The "Speaker Fight," reflects how they interact on a local and personal level, but also how the decision will affect all of America due to the decisions the local sheriff, i.e. Speaker will make which will affect or obligate the government to do
