People should sell at the price they want or not be forced to sell.The rules of economics would tell us that people would almost always sell at some price and that the equalibrium of the circumstances would set that price at the price where the need for the road was balanced against the worth of the land.Might there be a few instances in which a person would value the land so much that he would never sell? Sure, but those would be few and far between and then his descendants would sell.
