This reminds me of the 2008 banking collapse caused in part by Fannie Mae in which the head of Fannie Mae and others in leadership made off with tens of millions of dollars in bonuses, retirement benefits, and other compensation while other CEOs in that disaster were forced to give up their bonus and big pay packages back up because of the collapse.

Franklin Raines was responsible for cooking the books at Fannie Mae to boost his bonuses, but he was not forced to return his ill-gotten gains, and, unlike other CEOs of that day, the government paid all his legal expenses as he defended himself against charges related to his cooking of the books at Fannie Mae.
