God did not make Lucifer for that purpose. God made Lucifer to be have a positive role. But after Lucifer, on his own, choose to take a different role God used that for good. God did not tell Lucifer to do what he did. he allowed it as a matter of free will. In the same way he allows each of us to do what we will do. Would you want God to have stopped you from doing every bad thing you have ever done? I guarantee you that if God acted that way we would be getting a lot more complaints from the detractors than we get now. The difference is they would right to complain that they had no free will whereas they are mistaken to complain that God permits people to commit evil.
