That is what it seems, especially since Schumer admitted the democrats have put judges in place to thwart conservative rules and laws. Here is what Justice Roberts said about Congress' exercising unjust influence over the courts:

Chief Justice John Roberts, a conservative, and Justice Sonia Sotomayor, a liberal, dissented. Writing for the two, the chief justice accused Congress of "commandeering the courts to make a political judgment look like a judicial one." The Constitution, he said, "commits the power to decide cases to the Judiciary alone. Yet in this case, Congress arrogated that power to itself," tailoring the law to make sure that one side would win.
Judges are wrong to think they have the power to dictate to President Trump what he can or cannot support in the way of national or foreign policies. They are taking the position of Schiff's whistleblower, Lt. Col. Vindman that Trum does not get to decide what US foreign policy towards Ukrain is going to be, Vindman does the deciding.
