The POTUS isn't allowed to 'ask for troops.' There was no such request for the Dems to deny. That means there would be no possibility of such proof.

Pelosi wouldn't have necessarily 'rejected' Trump's authorization if she just didn't use it. For example, I have left parties without having taken advantage of the favors extended me. I didn't reject em, I simply didn't have the need or desire. Pelosi didnt have any need or desire for the National Guard to be there, so no there'd be no evidence of any such 'rejection.' She just didn't use it.
