HR 1495, which just passed the senate, is the Water Resources Development Act. As the name implies, it has to do with developing and modernizing water resources (harbors, etc) all around the United States. It's a rather large bill.

Before passing, the senate had to go through the usual amendment process. Check out what got tacked on: Amendment No. 1135 (to the language proposed to be stricken by Amendment No. 1065), to express the sense of the Senate that Congress must send to the President acceptable legislation to continue funds for Operation Iraqi Freedom and Operation Enduring Freedom by not later than May 28, 2007.

Here's what was withdrawn: Amendment No. 1098 (to Amendment No. 1097), to provide for a transition of the Iraq mission.

and

Amendment No. 1134 (to the language proposed to be stricken by Amendment No. 1065), relative to the President's strategy in Iraq.

One has to ask oneself: just what the hell are these measures doing in a "Water Resources Development" bill? Are we looking at unnecessary pork in an otherwise straightforward bill, or is this an acceptable attempt by the Democrats in Congress to affect change in Iraq?
