I don't think he's trying to wind up the Israelis. I think that he sees the handwriting on the wall for Israel and doesn't want to commit to defending Israel against what could be a long-term proxy war once the Rafah border point opens up permanently, if it ever does.
He knows that Israel won't accept the pre-war 1967 borders, so by asking for something that will never be agreed to he thinks he's off the hook.
