Hi mate, just reading through the report you cited it doesn't give the impression of being a major issue or condemning the Canadian system as inadequate. Its almost exclusively non-emergency elective procedures where people with (presumably) the ready cash can jump a queue, if they have the cash to do that then great let them do it - I've done it here in the UK. However, if you think about the effect on the local (Canadian) hospital it can only be positive because they have more time to spend on those that don't have the ready cash to afford to jump a queue thus those with a greater need get assistance that bit quicker.
