The law passed by Congress says that the outgoing director appoints his replacement which is the be the assistant director. Trumps Court says no:

"Kelly was nominated by President Trump and was confirmed by the Senate just a couple months ago in September."

So now we have another head of an agency that has sought to get rid of the agency

The CFPB had over 12 Billion dollars returned to the consumers. You decide.

In his first day in office he has installed a hiring freeze on the agency, and fired numerous employees. Add to that the fact that Mulvaney is still the head of the OMB, and was not confirmed for this job, and one can see that trump could care less about the law, or the Constitution, as usual.

I thought that was the basis of the proposed tax reforms....;)

Yep. . .the tax reform is designed to screw the average American, get rid of the poor (by letting them die), and make the wealthy wealthier. If this goes through, it is the beginning of turning America into the equivalent of a "banana republic," where only a few have power and wealth, and the rest is basically reduced to economic slavery.

Shame on Trump and the GOP!

Well, it passed after Corker, Flake, Murchoskie (sic), Snow, and other hoild outs got their "sweetners". Sorry middle class, and poor, you are screwed again.
