I didn't read the whole report, but enough to see that the system is as vulnerable as a table full of fruit in front of a market when no one is watching. Someone intent upon grabbing an apple and continuing to walk past is free to do so, and get away with it just by doing so at the right moment. This equipment is stored somewhere before installation just before and just after polling time and a skilled tech paid to take care of business can do his thing in private and take his time doing it. It almost seems that the system & hardware were designed to be vulnerable. There must be a better way to safeguard voting and have a checking system that the individual voter can check on their own computer/whatever to confirm later their own votes. And absentee voting needs to be kept to a minimum with harvesting specifically outlawed.
