My understanding is that it is the treasury that decided in what order to pay the bills, with input from the president.If it were me I would have to pay all bills that were mandated and I would not pay those that were not mandated, based on which ones were least consistent with our constitution. I would not pay them based on who could do favors for me - which is no doubt why I would never be elected President to begin with.Since there is enough money to pay all the bills that are mandated and then some there would only be political hell to pay and not any real hell.
