Who draws the line and as an agreement gets close moves the line.  How many times have they said no more building settlements on the west bank only to start new projects.  At one point they were going in the right direction and Israel came up with a different plan that no one would accept.  That may sound a bit like the TP is in Congress.  That's reality.
