NC, currently tries to establish a new health care model.

Traditionally, there is a fee-for-service model where Hospitals and doctors get money for each visit or operation or test. Now they try to establish a new model wherethese providers get money based on health outcome. The better they do the more they will earn - this even means that for a bad performance they will have to pay out of their own pocket.

The ultimate goal is to keep people away from hospital and keep them healthy. And maybe this even lowers the cost of health care.

There are a few projects in the US working this way but NC seems to be the biggest project, backed by the department of health and the largest insurer.
