Any first-year physics student would laugh his ass off at this.  Such a system can only get energy by stealing it from the kinetic energy of cars.  Any energy derived would be at the cost of the car's fuel mileage.  This is like generating energy by putting an engine on a block, attaching it to a generator, and hooking it to the power grid.
