Bill Clinton and staff are responsible for lying to Ukraine in the 1994 Budapest Memorandum, promising to protect Ukraine from Russia if Ukraine would just disarm itself against attack. Ukraine disarmed itself but the US did not keep its word when Russia attacked Ukraine in 2008, in 2014, and in 2022.
