 I belive we are reasonable.

There were millions of people saying hateful things about president Bush and there are probably just as many saying hateful things about President Obama.

But the Secret Service only investigates about 1500 of them per year.

Clearly they need to distinguish between those worthy of investigating and those that are not.

I don't think a statement of desire only that does not include any plan qualifies.
