Sounds like you are one of those who believes that every teacher is a good teacher, and they deserve every penny they get irregardless if the child learns, or not. And it just has to be the students fault, or the parents, or the community at large. Couldn't be the over paid teachers who feel that they can do whatever they want.Homeschooling would save a lot of money, as would charter schools, and vouchers.
