I would agree that torture is wrong. But a country just might decide to do something wrong as the lesser of two evils. You know; like taxation.Based on your definition waterboarding is not torture since it does not cause excruciating pain. based on the legal definition of torture it is not either. But a lot of people with a lot of common sense would say that it is.
