Had they been acting as they should (allegedly being world leaders), then this war might not have ever been necessary. Saddam counted on their lack of cooperation in the lead up to the war to be sufficient to keep us from moving on him. Had they been doing their job rather than doing illegal business with saddam, there very likely would not have been a war.
