What would be a good way to reduce mass shootings, or casualties in a given event?

I was thinking of certain things being part of the background check that weren't before, that are not *permanent* disqualifiers (none of those would be added that aren't already present) but like "In the last 5 years" or something of that nature (e.g. certain mental health yellow/red flags, that aren't part of a criminal record)

That or something like shifting some of the undercover resources chasing drug trafficking, to instead trying to catch illegal trading of guns and other such things (including outright illegal things like explosives or full-auto things) because these things cause more harm to others, the majority of actual "casualties" from drugs are those using them.
