Do you seriously believe that those bases were constructed simply for the duration of the war in Iraq, or that the US couldn't get a SOFA out of the Iraqi government if it wanted to? We'll never know now, of course, since there have been political changes in Washington, but the evidence is pretty clear that the original intent was to stay, as Cheney said, "100 years" despite the assurances that the war in Iraq would be over in less than six months.
