There was some evidence to show that it was known to be a possible tactic, but there was no reason to believe that was what was going on at the time. Most anyone with terrorism knowledge would have suspected they would land and make demands as per the norm...Also most would not suspect that the hijackers could in fact fly the planes them self...But facts have never stoped the 911 conspericy people...and most likey never will.
