Sorry, but Castro hasn't been all that effective for several years.  His age has hurt his ability to dictate which can be seen with the increasing tourism there and corporations moving back to Cuba.  I'll put money on Cuba opening up once he's gone.  How strong is his brother?  Not very.  Chavez is more or less advising them and running things so he's the problem not Castro.
