Extortion is when someone coerces a person into doing something with the threat of something legal.

So if you tell a person that they have to make you a real expensive campaign contribution or you will have them audited (audits are legal) that is extortion.

If you tell them they have to just hand over the cash or you won't stop your goons from busting their kneecaps (which is illegal) that is protection.

So when the guys got their bonuses and the gov told them they needed to hand them over or they would get a special law written just for them to tax them at 90% was that extortion or protection?

I think you could include entrapment too. Given that the government is what setup the $1 dollar per year salary, with only a bonus as a compensation for working. Not to mention, democrats wrote the law allowing them to get bonuses.
