Yes they claim any Palistine people are welcome there .considering the weather and jobs available.add in the political and culture differences . I do not see them going there.
Plus I do not see Putin spending money he could use to buy weapons to build housing and supported food medical care . Besides they already have issues with radical Muslim groups in Russia. I'm pretty sure it's a political stunt.
