    "No nation shall harbor irregular combatants who are waging war in another country. If the harboring country proves unable to prevent such use, the attacked country, and it's allies, shall be free to launch military attacks on the irregular combatants in the harboring country."

    "Any combatant who fights with no identifying insignia or uniform, whether or not he is from irregular forces, shall be subject to drumhead court martial and execution."
