NO ONE complained about crime in Minnesota except Trump, who invaded a Democratic city that clearly hates his putrid guts.
There was a complain about misuse of funds, but there is no way that misuse of funds by a puny number of corrupt individuals by sending goons to grab people off the streets.

You are right. Democrat officials in Minnesota were fine with crime in their state. Democrat-incited, funded, and promoted violence erupted when Trump's investigators and law enforcement officers showed up to deal with the expansive crime problem that had been left by democrats to grow and fester for years.
