The only thing that would make me "tingle" would be if the federal government were to balance the budget, put an end to illegal immigration, and get us out of the Middle East without leaving civil wars behind. If that were to happen under the leadership of Barack Obama, I'd tingle. If it were to happen after the Republicans regain power, I'd tingle. The tingling would be accompanied by, "OMG! I thought it would never happen."Right now, I don't think it will ever happen, regardless of which party is in power.
