Look at what our Green Beret are trained to do.
Enter foreign countries without permission in small groups.
Establish contact and form working relations with hospitable foreign natives to disrupt and deteriorate the existing government or bring about changes in conditions which are favorable to the goals or agenda of the Special Forces operatives.
Jihadi sleeper cells would have different specific goals than our U.S. Green Berets might, depending on mission specifics, but either group, if they had the time, manpower and resources, might be able to rig an election.
Why didn't we do that behind the Iron Curtain, at least intensively enough to cause the collapse of Communism long before Ronald Reagan? The Soviets were more dedicated and intelligent; we should have imitated them tactic by tactic.
The logical reason, never allowed to be told or even thought, is that the Military-Industrial Complex needed to make Communism stay strong enough to justify massive Cold War defense spending. That's also why Truman wouldn't take advantage of our initial nuclear monopoly and why he wouldn't let MacArthur win against the ChiComs and NoKos in Korea.
