That money was held up in court for decades until the SCOTUS made its final ruling that the money was to go to American victims of Iranian terror, not the terrorists. Once Obama saw that the SCOTUS was going to rule in the Americans' favor he unilaterally and unjustly took it upon himself to thwart the SCOTUS and the American people and gave the money to his terrorist Muslim pals in Iran before it could go to the American victims.

Obama likely knew what specific Iranian individuals would be laying their hands on the cash and he would have likely been tempted to arrange a kickback from them before sending that much cash.
