no b oris but the best steel is made from coke and yes it can be done with solar but not completely and you need 2000 acres of solar panels to run a 250 mw there is one plant that produces steel with the aid of solar power it has to have a 300 mw solar farm which is going to add about 400 more acres to the solar far besides the land needed for the array . the plant has not been very successful . it uses 750,000 solar panels and of course it can not operate around the clock as most steelmills do

Average cost for the solar panes are about 1,4 million per mW so multiply that by 300 then the cost of the land and mills which would be millions and at least 3 billion or more for the actual mill cost .

There are currently 307 stell and iron mills in the usa . So all you need to match thier current production level is about 900 mills at 5 billion or so each and about 2 million acres which will, thrill environmentalist and decades to build them . Its not feasible .

It would be 24 7 power with out the need to use a few hundred thousand acres of natural land cheaper and wouldn't require mining for natural resources to make panels or storage batteries . just think how much storage captaincy and mining it will take make the batteries. .
