Or maybe he's getting a pair, a life-long wish. Whatever that's about, vacating his post without delegating responsibility to a subordinate is a serious matter in the military at any level. A Private E2 on guard duty would not be allowed to leave his post to go to the latrine without requesting permission up his chain of command and having someone give him permission to do so. This is not control freak stuff, this is merely a matter of no area of responsibility is left uncovered, ever. On a higher intellectual level, personal needs are always considered, but never replace replace duty. You have a personal need; you state your case; your duties are assigned elsewhere and you are free to take care of business in good conscience.
Add to Laura's misstep, the Secretary of Defense in an ambulance on the way to an ICU is negative-force-multiplier. All he had to do in the first place was pick up the phone an tell his #2, "I'm conducting personal business; take care of the chain of command notifications" and with those 12 words the whole system would have quietly shifted for the duration with no big deal.
