McBush's effort (to help homeowners), would be for the government to buy these houses, and pay the mortgage-companies the original, full purchase-price....with U.S. tax-dollars!!
Homeowners would (then) be able to refinance these homes, at the present fair-market value!
Yeah....ol' McBush is reeeeaaaalllly making-sure mortgage-companies learn something, from their mistake.
