Yeah if it's private corporate doings, that's their right (to say otherwise would be a worrisome event, or if they used gov't workers to do the security)As for the noise ordinance concerning San Francisco, the very reason YOU SEE JACKHAMMERS is because the ordinance refers to FIXED EMPLACEMENTS, temporary fixtures such as untracked cranes/non-mobile cement agitators would be considered under this (though the noise likely wouldn't exceed such) What I believe this to be an ordinance on is soundbearing emplacements at factories such a belt assembly lines with noisy mechanics, Milling equipment (huge lathing machines, blast furnaces with noisy exhausts, etc) would all be questioned for this regulation.
