Nevertheless, the SCOTUS ruled that the money being held since 1979 belonged to the victims of Iranian terrorists who illegitimately seized the Iranian government from the Shah. Neither Congress nor any court said the Shah's money or any other money belonged to the terrorists. Obama decided that on his own to demonstrate he could do what he wanted to without interference from other officials because he had his own phone and pen.
