I don't know that there is a why, or a who.  That is one of those questions that science and logic simply can't answer. 

We can believe that intelligent life evolved all on its own, with no intelligent guidance, or we can believe that intelligence created intelligence.  Science tells us how life evolved, but can't tell us whether there even is a why. 

It just seems more likely that intelligence created intelligence than that we just evolved out of the primeval ooze all on our own with no purpose.

But, of course, there is no proof one way or the  other.
