That makes no sense. If they don't believe in deity, then they are agnostics. If they believe that there is no deity, then they are atheists. Atheism is a positive belief in the absence of god, while agnosticism is a lack of belief. Either you aren't sure, or you are sure. Of course, so many people are so sure of opposite and opposing ideas, that it is difficult to be sure of anything.
