The people cutting off the water are not necessarily democrats. They are the people that do not want to see their small town having to provide water, electricity and sewer services doe hundreds of detained immigrants.

They are not cutting off water to immigrants, they are cutting off water to an EMPTY BUILDING so that ICE will not open a concentration camp near their town they would have to supply water to.
